Without correct and proper measures taken to unchain the World supply chain of solar PV materials, the job opportunities for solar PV skills will be constricted as developers wait for “the right time”. When all is said and done what you have is something equivalent to a government training program for telegraph operators, when the internet is in front of you. The preferrable option would be develop the supply chains here in the U.S. for U.S. manufacturing in which one is looking at a 3-4 year development and construction of the necessary silicon foundries.
