Interesting, it is starting to sound like the many construction contracts for a lot of infrastructure projects where contractor is of the understanding there are milestones to meet along the way in the project and if not met without cause, there will be “liquidated damages” for every day a milestone is not met. It appears to me that the RTO’s would be the biggest offenders of interconnection and hardening of grid connections. Not sure how this NOPR will force diverse entities like State, County, City entities to play nice and get a right of way in place without in fighting between these AHJ entities. Something needs to be done now, it has been said from conception to construction of a transmission line or interconnect it can take 10 years from beginning to end of project. This is untenable.
